He was a road inspector with the Public Works Department. He began in 1957 in a forest gorge near Sukhna Lake, on land designated a conservancy in 1902 where nothing could be built, working mostly at night. It stayed hidden for eighteen years. When the authorities found it in 1975 it covered about 12 acres. Public opinion prevented demolition and it opened in 1976. When Chand left on a lecture tour in 1990 the city withdrew funding and vandals attacked; the Rock Garden Society took over.
