A closed, canonical set with enormous recognition — and Haridwar and Ujjain are already Sapta Puri circuit members here, so loading them would serve two circuits at once.
History
The rotation follows a roughly twelve-year cycle per site (staggered so a Kumbh happens somewhere roughly every three years), tied to astrological positions recorded in the Puranas.
